Place the ground beef and onions in a large pot or Dutch oven over medium heat. Fry the ground beef until no longer pink and the onions are soft. Drain the grease. Add in the garlic and sauté until fragrant.
Sprinkle the Italian seasoning and the red pepper flakes over the meat mixture and sauté for another minute.
Add the sun-dried tomatoes and the tomato paste. Cook, stirring constantly, for two minutes.
Stir in the chicken broth, then stir in the heavy cream. Bring to a low boil and cook with no lid on the pot, stirring occasionally, for 15 minutes.
Reduce the heat to low, and add the cream cheese, and Parmesan.; cook, stirring often, until cream cheese and Parmesan are melted.
Add in the gnocchi and the spinach. Cook for 2-3 minutes or until the gnocchi is done according to the package instructions.
Garnish with additional Parmesan and basil if desired. Serve immediately.
