Heat the water in a medium lidded skillet over medium high heat on the stove. Add in the green beans.
Steam the beans until the water has evaporated, turning to cook all sides. This will only take a couple of minutes, your pan needs to be hot enough that the water evaporates within a couple of minutes.
Melt the butter in the pan with the beans. Fry the beans, stirring, until they are tender-crisp. Add in the garlic and cook for another two minutes or until the beans are softened and the garlic is browned.
Sprinkle the lemon juice over top of the beans in the skillet and toss to coat. Remove and plate.
